when the transmitter send the order to activate the relay, there is a very long delay before activate it (20-30s). I must to send order then connect transmition TE and it works perhaps if i connect transmition TE ans i send the open order, the relay no

Hello, the TE is used to detect rising edge trigger signal(low to high) to enable transmission. So you should set it low before transmission, and set high when transmit signal.
