When installed the device appears to be operating correctly, however, the adapter shows as"Media disconnected"and there is no way to connect to it...
Is this device defective, or do I have other driver issues?

Does this dongle support Bluetooth Low Energy (BLE) also known as Bluetooth Smart? Do the Windows drivers allow you to acccess BLE?

Yes, it is compatible with BLE Shield , we had tested it with MAC computer, but we do not sure that if it work with BLE Shield on windows.

If I need to use this on Linux, Mac, or Embedded System (like the Raspberry Pi), I need to know what chipset it uses. It would also be nice to have a link to the Data Sheet for that chipset.

No, this module uses standard bluetooth driver on Windows and Mac the same as other Bluetooth USB Dongles for bluetooth 4.0 below.
